Lead Liability Insurance
 



The Department of Business Regulation has allowed your insurance company to choose the level of Certificate they wish to require from you to under-write the lead insurance rider for your rental property
 
     
 

Certificate of Conformance/ Compliance - Under the R.I. Housing Resource Commission this certificate can be issued by an Independent Licensed Environmental Lead Inspector or Environmental Lead Inspector Technician. It can be issued after successfully passing a visual inspection and the collect of 4 dust renewed. This certificate is good for 2 years and can be re-newed by an individual who has taken the 3 hour lead hazard awareness seminar. The owner will have to get the unit re-inspected by an independent lead inspector/ inspector technician if there is a change in tenancy. This certificate usually is half the cost of a Lead Safe Certificate

     
 

Lead Safe Certificate - Under the Department of Health Regulations this certificate can be issued by an Independent Environmental Lead Inspector. This certificate is good for only one year and the dwelling has to be re-inspected annually by an Independent Environment Lead Inspector. The dwelling will have to pass a visual inspection and the Environmental Lead Inspector will have to take paint, soil, water and dust samples. This certificate usually costs twice the price of a Certificate of Compliance.

 

 

 
 
Certificate of Presumptive Compliance – Under the Housing Resource Commission, a Licensed Environmental Lead Inspector or Environmental Lead Technician can issue this certificate. It is available when your house is built after 1960 and you own 10 or more units on the same lot. You are only required to inspect a minimum of 5% of your total units each year but not less than 2 units in each building on the lot. This certificate is valid for one year and you must inspect a different 5% annually upon renewal of the certificate.
     
 
Lead Free Certificate – Under the Department of Health, an independent Environment Lead Inspector can issue this certificate. This certificate is good for life. In order to receive this certificate, there cannot be any paint left in the building. An inspector needs to see that all paint has been removed. You can receive a lead free certificate for only the interior, only the exterior, or both.
